Jovito Palparan, P2 million. Palparan has been in hinding following his indictment for kidnapping and serious illegal detention of University of the Philippines student activists UP student activists Sherlyn Cadapan and Karen Empeno in 2006. Prior to his retirement from the military in 2006, Palparan was commanding general of the 7th Infantry Division of the Philippine Army in Central Luzon. Ruben Ecleo, P2 million. Ecleo, the namesake son of a local religious leader in Dinagat Islands is wanted over the death of wife his wife Alona in 2002. Ecleo was elected Dinagat Island representative in 2010 but has been dropped from the rolls following his conviction for parricide and three counts of graft.
